Description:
This course is designed to assist the officer in the
development of maritime accident investigative skills.
Through lecture, discussion, and scenario based training,
the officer will learn and apply techniques which will
assist in their ability to reconstruct accidents and prepare
cases for court presentation. Further, students will learn
to plan and execute an effective response to boating
accident investigations. Advanced preparation regarding
specific equipment and material required for marine accident
investigations and their use, assistance resource
identification, and establishing control of the accident
site will be covered.
Terminal Performance Objective:
Given a scenario, the student will demonstrate the skills
necessary to respond to, investigate, and make ready for
court presentation, a boating accident with fatality,
according to the principles and techniques covered in this
course of instruction.
Interim Performance Objectives:
1. Identify the required planning for proper
response to a boating accident investigation, scene
management, and asset coordination.
2. Demonstrate investigative techniques to
reconstruct a maritime accident.
3. Demonstrate the ability to prepare and
make ready for court presentation, a maritime accident
involving boating under the influence with fatality.
Method of Evaluation:
1. Demonstrate proficiency during laboratory
and field excursus.

Description:
This course is designed to provide the student the skills
necessary to conduct safe and thorough law enforcement
boarding's. The course focuses on subject management and
arrest afloat, tactical awareness and officer safety
considerations afloat, review of Federal, State and Local
Boating laws, vessel handling and boarding preparations, and
vessel close quarters maneuvering. This course will include
a two day exercise consisting of various scenario's commonly
associated with law enforcement afloat. This exercise will
test the students ability to apply previous training in use
of force and effective communications with the officer
safety and survival techniques delineated in this course.

Given a scenario, the student will demonstrate proficiency
in conducting a safe and thorough boarding, safe and
proficient vessel maneuvering in close quarters situations,
and a thorough understanding of officer safety and survival
afloat issues.
Interim Performance Objectives:
1. Identify hazards associated with law
enforcement afloat not commonly found in land based
operations.
2. Identify pre boarding procedures and
considerations.
3. Demonstrate the ability to maneuver a
vessel in a close quarters situation.
4. Demonstrate subject management techniques
and arrest procedures afloat.
5. Demonstrate the knowledge and application
of your agencies use of force policy in a scenario based
training exercise.
6. Demonstrate a proper and safe law
enforcement boarding in a scenario based training exercise.

Description:
This course is designed to measure a ports ability to
effectively respond to a maritime critical incident. Through
lecture, discussion, and practical exercise, the
participants will apply the incident command system and test
command and control procedures, communications, logistics
and ability to rapidly respond to a maritime critical
incident using presently existing assets and resources.
Terminal Performance Objective:
Given a scenario, the students will demonstrate the skills
necessary to respond to a maritime critical incident
response involving a terrorist threat, according to the
principles and techniques covered in this course of
instruction.
Interim Performance Objectives:
1. Identify the critical elements of an
effective incident command system given a maritime critical
incident.
2. Demonstrate the application of the
incident command system given a maritime critical incident
response (MCIR) given a terrorist threat afloat.
3. Identify strengths and weaknesses in the
maritime critical incident response and make recommendations
for improvement.
Method of Evaluation:
1. Demonstrate proficiency during practical
exercise.

interdicting a terrorist threat afloat.
3. Identify strengths and weaknesses in the ability of the
port to respond to a maritime critical incident involving a
terrorist threat.
4. Identify specific training and equipment needs to enhance
the ports ability to effectively respond to a maritime
critical incident involving a terrorist threat afloat.
